1940's - Utah College Sorority decided to regulate leg flirting by laying down a "code of conduct" and punishing those who broke the code with a public spanking. Since girls outnumbered boys by a significant amount, the sorority decided this type of flirting as unfair competition and this was their way of regulating it.
